{"id":33263,"date":"2023-09-25T07:59:52","date_gmt":"2023-09-25T11:59:52","guid":{"rendered":"https:\/\/www.rmcalumni.ca\/?p=33263"},"modified":"2024-10-02T13:55:52","modified_gmt":"2024-10-02T17:55:52","slug":"fifth-update-on-royal-military-colleges-alumni-association-activities-in-response-to-the-arbour-report","status":"publish","type":"post","link":"https:\/\/www.rmcalumni.ca\/fr\/fifth-update-on-royal-military-colleges-alumni-association-activities-in-response-to-the-arbour-report\/","title":{"rendered":"Cinqui\u00e8me compte rendu sur les activit\u00e9s de l\u2019Association des anciens \u00e9tudiants et anciennes \u00e9tudiantes des Coll\u00e8ges militaires royaux en r\u00e9ponse au rapport Arbour"},"content":{"rendered":"<p>The Royal Military Colleges Alumni Association (RMCAA) has engaged a team of consultants, led by Genevieve Bonin (Royal Military College, Class of 1993) of Boston Consulting Group (BCG), to support the RMCAA\u2019s efforts to produce an independent, fact-based submission to the Canadian Military Colleges (CMC) Review Board aimed at renewing the CMCs.<\/p>\n<p>The RMCAA believe the Colleges have a valuable role to play going forward. The Colleges are where foundations are laid. Needed cultural changes at the Colleges can cascade into and reinforce needed cultural change in the Canadian Armed Forces. We want to contribute to a Review that helps identify ways the Canadian Military Colleges can become better at recognizing and upholding the dignity of all persons while producing exemplary leaders for the Canadian Armed Forces and for Canada.<\/p>\n<p>The RMCAA selected BCG through a competitive process. The scope of work includes the following core tasks:<\/p>\n<ul>\n<li><strong>Provide strategic counsel, advice, research, analysis, and communications support to develop a comprehensive submission to the CMC Review Board<\/strong>, responding to Independent External Comprehensive Review recommendations 28 and 29, within the parameters of the RMCAA mission, with evidence-based recommendations to:\n<ul>\n<li>enhance the educational experience of Regular Officer Training Plan (ROTP) students;<\/li>\n<li>improve the effectiveness of leadership development in the ROTP;<\/li>\n<li>change elements of CMC and Alumni culture as needed to improve psychological safety; and<\/li>\n<li>eliminate sexual misconduct.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Gather evidence to support these recommendations<\/strong> by:\n<ul>\n<li>conducting research, including interviews and surveys of Alumni members and other comparator groups.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Gather and analyze best practices<\/strong> from:\n<ul>\n<li>other post-secondary institutions, including in Canada,<\/li>\n<li>from other militaries and foreign military academies.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>To enhance this effort, RMCAA is creating a steering committee with a diverse group of senior leaders with expertise and experience in areas relevant to this work. The goal of this steering committee will be to direct, guide and challenge the work of the RMCAA and BCG team, and to advise the RMCAA board during the development of RMCAA\u2019s official submission to the CMC Review Board. As we expect that the CMC Review Board will be announced soon, the RMCAA is taking these steps to be prepared with a fact-based, thoughtful response.<\/p>\n<p>As a valued member of our alumni, we will be actively seeking your perspectives through a formal survey and some small group discussions. Les Coll\u00e8ges \u00e9tablissent les bases. Le changement de culture n\u00e9cessaire dans les Coll\u00e8ges peut entra\u00eener un changement de culture dans les Forces arm\u00e9es canadiennes et renforcer sa n\u00e9cessit\u00e9. Nous voulons contribuer \u00e0 un examen qui aide \u00e0 d\u00e9terminer les moyens par lesquels les Coll\u00e8ges militaires du Canada peuvent mieux reconna\u00eetre la dignit\u00e9 des personnes et la faire respecter tout en formant des dirigeants exemplaires pour les Forces arm\u00e9es canadiennes et pour le Canada.<\/p>\n<p>L\u2019Association a choisi le BCG \u00e0 l\u2019issue d\u2019un appel d\u2019offres. L\u2019\u00e9tendue des travaux comprend les t\u00e2ches suivantes\u00a0:<\/p>\n<ul>\n<li><strong>Assurer le conseil strat\u00e9gique et fournir des avis, des \u00e9tudes, des analyses et un soutien aux communications afin de cr\u00e9er une proposition compl\u00e8te \u00e0 l\u2019intention du comit\u00e9 d\u2019examen des CMC<\/strong>, en r\u00e9ponse aux recommandations\u00a028 et\u00a029 de l\u2019Examen externe complet et ind\u00e9pendant, dans le cadre de la mission de l\u2019Association, avec des recommandations fond\u00e9es sur des donn\u00e9es probantes pour\u00a0:\n<ul>\n<li>am\u00e9liorer l\u2019exp\u00e9rience \u00e9ducative des \u00e9tudiants au Programme de formation des officiers\u00a0\u2013 Force r\u00e9guli\u00e8re (PFOR);<\/li>\n<li>am\u00e9liorer l\u2019efficacit\u00e9 du d\u00e9veloppement des dirigeants au sein du PFOR;<\/li>\n<li>modifier certains \u00e9l\u00e9ments de la culture au sein des CMC et parmi les anciens \u00e9tudiants, si cela est n\u00e9cessaire, pour am\u00e9liorer la s\u00e9curit\u00e9 psychologique; et<\/li>\n<li>\u00e9liminer les comportements sexuels r\u00e9pr\u00e9hensibles.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Rassembler des preuves \u00e0 l\u2019appui de ces recommandations <\/strong>en\u00a0:\n<ul>\n<li>effectuant des recherches, incluant des entrevues et des enqu\u00eates aupr\u00e8s d\u2019anciens \u00e9tudiants et d\u2019autres groupes comparables.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Recueillir et analyser les pratiques exemplaires<\/strong>:\n<ul>\n<li>des autres \u00e9tablissements d\u2019enseignement postsecondaire du Canada;<\/li>\n<li>d\u2019autres arm\u00e9es et acad\u00e9mies militaires \u00e9trang\u00e8res.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>Pour renforcer cet effort, l\u2019Association a cr\u00e9\u00e9 un comit\u00e9 directeur compos\u00e9 d\u2019un groupe diversifi\u00e9 de hauts responsables poss\u00e9dant une expertise et une exp\u00e9rience pertinentes. Le comit\u00e9 directeur a pour objectif d\u2019orienter et de stimuler les travaux de l\u2019\u00e9quipe compos\u00e9e de l\u2019Association et du BCG, et de conseiller le conseil d\u2019administration de l\u2019Association lors de la cr\u00e9ation de l\u2019avis officiel qui sera pr\u00e9sent\u00e9 au comit\u00e9 d\u2019examen des CMC. Comme nous nous attendons \u00e0 ce que le comit\u00e9 d\u2019examen des CMC soit bient\u00f4t annonc\u00e9, l\u2019Association prend ces mesures pour avoir un avis r\u00e9fl\u00e9chi et fond\u00e9 sur des faits.<\/p>\n<p>Nous vous solliciterons afin de pouvoir mieux conna\u00eetre votre point de vue en tant qu\u2019ancien ou ancienne par le biais d\u2019un sondage formel et de discussions en petits groupes.
