{"id":32799,"date":"2022-12-15T07:06:21","date_gmt":"2022-12-15T12:06:21","guid":{"rendered":"https:\/\/www.rmcalumni.ca\/?p=32799"},"modified":"2024-10-02T13:57:10","modified_gmt":"2024-10-02T17:57:10","slug":"update-on-royal-military-colleges-of-canada-alumni-association-activities-in-response-to-the-arbour-report","status":"publish","type":"post","link":"https:\/\/www.rmcalumni.ca\/fr\/update-on-royal-military-colleges-of-canada-alumni-association-activities-in-response-to-the-arbour-report\/","title":{"rendered":"Deuxi\u00e8me compte rendu sur les activit\u00e9s de l\u2019Association des anciens \u00e9tudiants et anciennes \u00e9tudiantes des Coll\u00e8ges militaires royaux du Canada (Association des ancien[ne]s des CMR) en r\u00e9ponse au rapport Arbour"},"content":{"rendered":"<p>On December 13<sup>th<\/sup> the Minister of National Defence (MND) tabled a <a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/corporate\/reports-publications\/conduct-and-culture-change\/minister-of-national-defences-report-to-parliament-on-culture-change-reforms-in-response-to-former-supreme-court-justice-arbours-recommendations.html\" target=\"_blank\" rel=\"noopener\">Report to Parliament on Culture Change Reforms in response to former Supreme Court Justice Arbour\u2019s recommendations<\/a>.\u00a0 The report includes an explanation of how the two recommendations relating to the Canadian Military Colleges (CMCs), #28 regarding the Cadet Wing command structure, and #29 regarding an <strong>external review<\/strong> of the CMCs, are being approached for implementation.<\/p>\n<p>The bottom line from this update regarding the CMCs is that an external review will focus on both recommendations #28 and #29.\u00a0 The report notes that currently \u201c<em>DND\/CAF is developing draft Terms of Reference and a recommended set of competencies and qualifications for the members who would comprise the CMC Review Board. The terms of reference will be submitted for approval by senior leadership within the department, with work expected to commence in 2023 on the recommended detailed review<\/em>.\u201d<\/p>\n<p>In late October, the then Board Chair of the RMCAA, Jill Carleton, wrote to the Minister of National Defence to express the Alumni Association\u2019s desire to contribute to the review of the CMCs called for in the Arbour Report\u2019s recommendation #29. \u00a0This letter reiterated the Alumni Association\u2019s support for survivors of sexual assault and harassment, as well as its continuing support for the Canadian Military Colleges, the four-pillars of the Regular Officer Training Plan (i.e., military leadership development, academics, athletics, and bilingualism), and its overarching desire to advance positive change at the Canadian Military Colleges and in the CAF.\u00a0 The Alumni Association is expecting to receive a reply from the Minister to the Board Chair\u2019s letter, now that the MND has updated Parliament.<\/p>\n<p>In early October, the Association heard from the Acting Commander Military Personnel Command (CMPC), as part of a larger CMPC external engagement effort regarding reconstitution of the Canadian Armed Forces (CAF).\u00a0 We heard clearly that the RMCAA is a key stakeholder who can play a role in supporting CAF recruiting and retention efforts.\u00a0 In particular, the Alumni Association is seen by the Military Personnel Command senior leadership as having an important role to play in enabling culture change to promote a more respectful, inclusive, and safe working environment in the CAF. \u00a0One of the other ways in which the Alumni can support CAF reconstitution is through mentoring of current Naval\/Officer Cadets and mid-career alumni still serving in the CAF, as they navigate through different stages of their careers and professional development.<\/p>\n<p>Since our August <a href=\"https:\/\/www.rmcalumni.ca\/en\/statement-by-the-rmc-alumni-association-inc-on-the-report-of-the-independent-external-comprehensive-review-arbour-report\/\" target=\"_blank\" rel=\"noopener\">update<\/a> on Alumni Association activities in response to the Arbour Report, the RMCAA response team has been continuing to hear from alumni, to actively monitor the public and media environment, and to regularly engage with key points of contact in the Canadian Armed Forces, including the Commandants of the Canadian Military Colleges.<\/p>\n<p>The Royal Military Colleges Alumni Association, as a registered charity and a not-for-profit corporation, will continue to focus on its mission of advancing the Canadian Military Colleges, promoting camaraderie among their alumni, and preserving their heritage, in a non-partisan manner.\u00a0 The RMCAA expects to have more to say during the external review once the terms of reference, membership of the review board, and timelines are known.<\/p>\n<p>The Canadian Military Colleges alumni network is an important source of talent, experience, and expertise for the CAF, for Canada, and around the globe.\u00a0 We will continue to engage with our network in 2023, and throughout the external review, to explore some key questions, including:<\/p>\n<ul>\n<li>How best can we, the Royal Military Colleges of Canada Alumni Association, support survivors of sexual trauma?<\/li>\n<li>How best can we advocate for reforms at the Canadian Military Colleges to make them safer for everyone and more effective in their vocation of producing exemplary leaders?<\/li>\n<li>How best can we support and enable needed changes to professional conduct and culture of the CAF?<\/li>\n<\/ul>\n<p>We continue to welcome your feedback and 13\u00a0d\u00e9cembre, la ministre de la D\u00e9fense nationale a d\u00e9pos\u00e9 un <a au Parlement sur les changements culturels en r\u00e9ponse aux recommandations de l\u2019ancienne juge de la Cour supr\u00eame Arbour<\/a>. Le rapport explique notamment l\u2019approche pr\u00e9conis\u00e9e pour la mise en \u0153uvre des deux\u00a0recommandations concernant les Coll\u00e8ges militaires canadiens (CMC), la\u00a028 sur la structure de commandement de l\u2019escadre des \u00e9l\u00e8ves-officiers et la\u00a029 sur l\u2019<strong>examen externe<\/strong> des CMC.<\/p>\n<p>Il ressort de cette mise au point que les deux\u00a0recommandations seront vis\u00e9es par un examen externe. Le rapport indique que \u00ab\u00a0<em>le MDN [minist\u00e8re de la D\u00e9fense nationale] et les FAC [Forces arm\u00e9es canadiennes] sont en train de d\u00e9terminer le mandat de m\u00eame que les comp\u00e9tences et les qualifications qui seront recommand\u00e9es pour les membres qui composeront le comit\u00e9 d\u2019examen des CMC. Ces \u00e9l\u00e9ments devront \u00eatre approuv\u00e9s par la haute direction du minist\u00e8re, et les travaux li\u00e9s \u00e0 l\u2019examen d\u00e9taill\u00e9 recommand\u00e9 devraient d\u00e9buter en 2023\u00a0\u00bb.<\/em><\/p>\n<p>Fin octobre, la pr\u00e9sidente d\u2019alors du conseil d\u2019administration de l\u2019Association des ancien(ne)s des CMR, Jill\u00a0Carleton, a \u00e9crit \u00e0 la ministre de la D\u00e9fense nationale afin d\u2019exprimer le d\u00e9sir de son association de contribuer \u00e0 l\u2019examen des CMC propos\u00e9 dans la recommandation\u00a029. Dans sa lettre, elle r\u00e9it\u00e9rait le soutien de l\u2019association envers les survivant(e)s d\u2019agression sexuelle ou de harc\u00e8lement sexuel, son appui constant aux CMC et aux quatre\u00a0piliers du Programme de formation des officiers de la Force r\u00e9guli\u00e8re (d\u00e9veloppement du leadership militaire, \u00e9tudes, conditionnement physique et bilinguisme), ainsi que sa volont\u00e9 g\u00e9n\u00e9rale d\u2019apporter des changements positifs au sein des CMC et des FAC. L\u2019association s\u2019attend \u00e0 recevoir une r\u00e9ponse de la ministre maintenant que cette derni\u00e8re a pr\u00e9sent\u00e9 son compte rendu au Parlement.<\/p>\n<p>D\u00e9but octobre, l\u2019Association des ancien(ne)s des CMR a re\u00e7u des nouvelles du commandant du Commandement du personnel militaire (CCPM) int\u00e9rimaire dans le cadre d\u2019une grande op\u00e9ration de relations externes du CCPM concernant la reconstitution des FAC. Celui-ci a clairement dit que l\u2019association \u00e9tait consid\u00e9r\u00e9e comme un intervenant cl\u00e9 pouvant participer au soutien des efforts de recrutement et de r\u00e9tention des FAC. L\u2019association est en particulier vue par la haute direction du Commandement du personnel militaire comme pouvant jouer un r\u00f4le important dans le changement de culture n\u00e9cessaire \u00e0 l\u2019instauration d\u2019un milieu de travail plus respectueux, inclusif et s\u00e9curitaire au sein des FAC. L\u2019Association des ancien(ne)s des CMR peut aussi soutenir la reconstitution des FAC en offrant du mentorat aux aspirants de marine et \u00e9l\u00e8ves-officiers actuels ainsi qu\u2019aux ancien(ne)s en milieu de carri\u00e8re \u00e0 divers stades de leur parcours militaire et de leur perfectionnement professionnel.<\/p>\n<p>Depuis notre <a href=\"https:\/\/www.rmcalumni.ca\/fr\/statement-by-the-rmc-alumni-association-inc-on-the-report-of-the-independent-external-comprehensive-review-arbour-report\/\">compte rendu<\/a> d\u2019ao\u00fbt sur les activit\u00e9s de l\u2019Association des ancien(ne)s des CMR en r\u00e9ponse au rapport Arbour, notre \u00e9quipe de r\u00e9ponse n\u2019a cess\u00e9 de recueillir les commentaires des ancien(ne)s, de surveiller activement le public et les m\u00e9dias, et de communiquer r\u00e9guli\u00e8rement avec des ressources cl\u00e9s au sein des FAC, y compris les commandants des CMC.<\/p>\n<p>\u00c0 titre d\u2019organisme de bienfaisance enregistr\u00e9 et sans but lucratif, l\u2019Association des ancien(ne)s des CMR continuera de se concentrer sur sa mission visant \u00e0 faire progresser les CMC, \u00e0 promouvoir la camaraderie entre les ancien(ne)s et \u00e0 pr\u00e9server leur patrimoine de mani\u00e8re non partisane. Elle pourra s\u00fbrement en dire davantage durant l\u2019examen externe, lorsque le mandat, les membres du comit\u00e9 d\u2019examen et les \u00e9ch\u00e9ances seront connus.<\/p>\n<p>Le r\u00e9seau des ancien(ne)s des CMC est une source importante de talent, d\u2019exp\u00e9rience et d\u2019expertise pour les FAC, le Canada et le reste du monde.
