{"id":34102,"date":"2024-03-13T08:16:05","date_gmt":"2024-03-13T12:16:05","guid":{"rendered":"https:\/\/www.rmcalumni.ca\/?p=34102"},"modified":"2024-10-02T13:54:10","modified_gmt":"2024-10-02T17:54:10","slug":"march-2024-update-on-royal-military-colleges-of-canada-alumni-association-activities-in-response-to-the-arbour-report","status":"publish","type":"post","link":"https:\/\/www.rmcalumni.ca\/en\/march-2024-update-on-royal-military-colleges-of-canada-alumni-association-activities-in-response-to-the-arbour-report\/","title":{"rendered":"March 2024 Update on Royal Military Colleges of Canada Alumni Association activities in response to the Arbour Report"},"content":{"rendered":"<p><strong>Context:<\/strong><\/p>\n<p>The Canadian Military Colleges\u2019 (CMC) alumni community is keenly aware of reporting that has spotlighted symptoms of a toxic culture within the Canadian Armed Forces(CAF)\/ Department of National Defence (DND), particularly around sexual misconduct and suicide.\u00a0 The <a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/corporate\/reports-publications\/report-of-the-independent-external-comprehensive-review.html\" target=\"_blank\" rel=\"noopener\">Independent External Comprehensive Review<\/a>, otherwise known as the \u201cArbour Report\u201d, contained two recommendations focusing on the CMCs:<\/p>\n<ul>\n<li>28) that \u201c<em>The Cadet Wing responsibility and authority command structure should be eliminated<\/em>\u2019\u2019 and<\/li>\n<li>29) that <em>\u201cA combination of Defence Team members and external experts, led by an external education specialist, should conduct a detailed review of the benefits, disadvantages and costs, both for the CAF and more broadly, of continuing to educate ROTP cadets at the military colleges<\/em>.\u201d<\/li>\n<\/ul>\n<p>The Canadian Military Colleges Review Board (CMCRB) was announced by the <a href=\"https:\/\/www.canada.ca\/en\/department-national-defence\/news\/2023\/12\/minister-blair-announces-establishment-of-canadian-military-colleges-review-board.html\" target=\"_blank\" rel=\"noopener\">Minister of National Defence on 6\u00a0December 2023<\/a> with a 12-month mandate to focus on recommendation 28 and parts of 29, as we reported in <a href=\"https:\/\/everitas.rmcalumni.ca\/minister-of-national-defence-announces-colleges-review-board\/\" target=\"_blank\" rel=\"noopener\">e-Veritas on 1\u00a0January 2024<\/a>. \u00a0They started work on 15\u00a0January 2024.\u00a0 The CMCRB completed four weeks of orientation briefings and made their first visit to Kingston 12-16\u00a0February 2024 to visit Canadian Defence Academy Headquarters and the Royal Military College of Canada (RMC). They visited the <em>Coll\u00e8ge militaire royale de Saint-Jean<\/em> <em>(CMRSJ)<\/em> the week of 4 March 2024.<\/p>\n<p>RMCAA has established a line of communication with staff in the Secretariat for the CMCRB.\u00a0 We provided CMCRB Secretariat Staff with information on RMCAA\u2019s mission and history and on the process that we have been engaged in with the membership and outside advisors to prepare a submission to the CMCRB to inform their work, as noted below.<\/p>\n<p>We have been advised to expect that CMCRB will want to engage with us early in their mandate, during the deliberate engagement phase of their work plan.<\/p>\n<p><strong>RMCAA\u2019s mission, in the context of the Canadian Military Colleges Review:<\/strong><\/p>\n<p>Even while acknowledging very real cultural problems, the RMCAA firmly believes the CMCs have a valuable role to play going forward and wants to participate in the review in order to advance this position and be an active participant in making the CMCs better.<\/p>\n<p>We are conscious of our role as an organization to represent a membership made up of <em>everyone<\/em> who has attended a CMC, including current students, serving members of the Canadian Armed Forces (CAF), civilian leaders in the Defence Team, veterans serving in industry or other sectors, and retirees serving as volunteers.<\/p>\n<p>We recognize the CMC Review Board\u2019s work could have an existential impact on the future of the CMCs.\u00a0 The Royal Military Colleges of Canada Alumni Association is uniquely placed to advocate for the continuation and improvement of the CMCs.\u00a0 To be credible, we need to be seen as 1) recognizing the need for change; and 2) having something substantive and evidence-based to say on how the CMCs can be improved.<\/p>\n<p>To do this, RMCAA engaged outside consultants, the Boston Consulting Group (BCG), through a competitive process to conduct a thorough examination.\u00a0 This work was guided by a Steering Committee, carefully selected for their expertise and the credibility that they bring.\u00a0 Information on the role of BCG and on the make-up of the <a href=\"https:\/\/www.rmcalumni.ca\/en\/arbour-response-updates\/\">Steering Committee<\/a> was provided to RMCAA branch and class representatives by e-mail on 13\u00a0November 2024.<\/p>\n<p><strong>Information provided to Secretariat in the preliminary meeting:<\/strong><\/p>\n<p>In our communication with the Secretariat, we noted RMCAA\u2019s mission of \u201cadvancement\u201d (supporting continuation and improvement) of the CMCs and our role as an organization that represents a membership made up of <em>everyone<\/em> who has attended a CMC, including current students, serving members of the CAF, civilian leaders in the Defence Team, veterans serving in industry or other sectors, and retirees serving as volunteers.\u00a0 We noted the continuing efforts, since before the merger of the RMC Club and RMC Foundation in 2021, to enhance the impact of the alumni organization.\u00a0 We also discussed the history of philanthropic contributions that the alumni have made to the CMCs since the 1880s.<\/p>\n<p>We described RMCAA\u2019s approach to preparing to engage with the CMCRB. \u00a0This approach is familiar to you from previous communications, but is recapped below:<\/p>\n<ul>\n<li>We engaged outside consultants, the Boston Consulting Group (BCG), to conduct a thorough examination. This work was guided by a Steering Committee, carefully selected for their expertise and the credibility that they bring.<\/li>\n<li>A major focus of the Steering Committee\u2019s work has been ensuring that a balanced view of both the positives and the negatives of the military college experience, representing the perspectives of the CMC alumni community writ large, guided the examination of the CMCs. This is to ensure that any submission RMCAA makes to the CMCRB considers all viewpoints in the process.<\/li>\n<li>Thus, the Steering Committee directed our consultants from Boston Consulting Group (BCG), to conduct an in-depth survey of 1400+ RMCAA members to gather objective data on a myriad of specific topics related to their CMC experience; 40+ in-depth interviews and focus groups with various experts and interested parties; and analyze the more than 200 individual and group submissions and testimonials received since June 2022 by the RMCAA from various CMC classes and alumni at our rmcaa.aacmr.iecr.response@gmail.com mailbox. They conducted a statistical analysis of the results of all data gathered in the survey, interviews, and e-mail submissions to determine the degree to which certain elements of the CMC experience need to change (or not).<\/li>\n<li>This analysis was benchmarked against US, UK, and Australian partner military academies to compare and contrast approaches, and then compared to civilian university processes and contexts where relevant.<\/li>\n<\/ul>\n<p><strong>Additional information for members on process and findings <\/strong><\/p>\n<ul>\n<li>The examination and analysis conducted confirm both the important role of the CMCs in building leaders and the need for improvement and modernization.\n<ul>\n<li>While 85% believe their CMC experience prepared them to be leaders, and roughly 2\/3 of respondents had a good experience overall at the CMCs, the corollary is that roughly 1\/3 of respondents did not.<\/li>\n<li>Moreover, a certain percentage of CMC attendees experienced some significantly traumatizing events. Those that did not personally experience or witness traumas may have a difficult time understanding\/acknowledging that others were traumatized, and that the system failed.<\/li>\n<\/ul>\n<\/li>\n<li>The BCG team and Steering Committee systematically examined the CMC cadet experience and studied the various elements beneath the &#8220;four pillars of academic, military training, physical fitness and bilingualism&#8221; as separate aspects of the experience needing varying degrees of change relative to one another in order to impact and correct identified flaws in the program while retaining all the positive benefits and outcomes of the program. They also reviewed the Cadet Wing leadership structure and approach in great detail.<\/li>\n<li>They applied a data-driven process to identify a range of mitigations from mild alterations to bold changes. The Steering Committee members debated the merits of each option for change, landing on the recommended approach via consensus, where the majority felt the proposed change would be significant enough to both improve the experience for the cadet population, and also preserve the positive outcomes that underpinned the four pillars in the first place &#8211; maintaining the &#8220;degree with a difference&#8221; as our north star, and recognizing that CMC cadets are not the same as their civilian counterparts, for good reason, given their future roles in the CAF with the acceptance of unlimited liability and responsibility for the application of lethal force.<\/li>\n<li>The process culminated in identifying seven actionable propositions for change, each of which has three or four sub-components that specify necessary changes to ensure better outcomes for all CMC cadets.<\/li>\n<\/ul>\n<p>More information on these propositions will be forthcoming (see below).<\/p>\n<p><strong>Next Steps:<\/strong><\/p>\n<p>The RMCAA Board of Directors has been briefed on the results of the Steering Committee\u2019s work and is actively considering next steps.<\/p>\n<p>The Steering Committee\u2019s work places the RMCAA in a high degree of readiness to make a professional, comprehensive, evidence-based submission to CMCRB.\u00a0 However, without having met with the CMCRB to confirm their expectations, and to better understand the detailed questions they are examining as part of their mandate, the form and final content of the RMCAA\u2019s submission cannot yet be finalized.\u00a0 We are expecting to have an iterative series of engagements with the CMCRB throughout their mandate, beginning with a first engagement in March 2024.<\/p>\n<p>We intend to keep our members informed as the CMC Review Board moves forward with its work. \u00a0To that end, the RMCAA website has been re-organized for easier access to our Arbour Response Updates.\u00a0 Through that website and through future updates like this one, we will provide further information on the process, the evidence and analysis that underpins the work, the comparisons with international best practices, and recommendations for improvement in response to recommendations 28 and 29.<\/p>\n<p>In the meantime, we want to continue to hear from members about the issues relating to the Arbour Report and the future of the CMCs that concern you. \u00a0You can reach us through our <a href=\"mailto:rmcaa.account@rmcalumni.ca\" target=\"_blank\" rel=\"noopener\">rmcaa.account@rmcalumni.ca<\/a> mailbox <strong>(Note new email address)<\/strong>.\u00a0 Your feedback can help us to better understand the perspectives of CMC alumni, whether you send it directly, through your class secretary or through your local branch leadership.<\/p>\n<p>Please remember, any person who has attended a CMC, whether undergraduate, graduate studies or continuing studies, is a member of the RMCAA.<\/p>\n<p><strong>Join us<\/strong> to bring together the CMC alumni for their mutual support, to advance the CMCs, and to recognize and celebrate the continuing contribution to Canada and the Canadian Armed Forces that more than 30,000 CMC alumni have made since 1876.<\/p>\n<hr \/>\n<h4 style=\"text-align: center;\">Compte rendu de mars\u00a02024 sur les activit\u00e9s de l\u2019Association des anciens \u00e9tudiants et anciennes \u00e9tudiantes des Coll\u00e8ges militaires royaux du Canada (Association des ancien[ne]s des CMR) en r\u00e9ponse au rapport\u00a0Arbour<\/h4>\n<p><strong>Contexte<\/strong><\/p>\n<p>La communaut\u00e9 des ancien(ne)s des coll\u00e8ges militaires du Canada est bien au fait des rapports qui ont mis en lumi\u00e8re les sympt\u00f4mes d\u2019une culture toxique au sein des Forces arm\u00e9es canadiennes (FAC) et du minist\u00e8re de la D\u00e9fense nationale (MDN), particuli\u00e8rement en ce qui a trait aux inconduites sexuelles et au suicide. Voici deux recommandations \u00e9mises dans le <a href=\"https:\/\/www.canada.ca\/fr\/ministere-defense-nationale\/organisation\/rapports-publications\/rapport-de-lexamen-externe-independant-et-complet.html\" target=\"_blank\" rel=\"noopener\">rapport de l\u2019examen externe ind\u00e9pendant et complet<\/a>, \u00e9galement appel\u00e9 le \u00ab\u00a0rapport Arbour\u00a0\u00bb, au sujet des coll\u00e8ges militaires canadiens. Nous avons ainsi \u00e9t\u00e9 en mesure de transmettre au personnel du secr\u00e9tariat l\u2019information concernant la mission et l\u2019historique de l\u2019Association des ancien(ne)s des CMR, ainsi que la d\u00e9marche en cours. En somme, nous collaborons avec les membres et des conseillers externes \u00e0 la pr\u00e9paration d\u2019un dossier pour l\u2019Association des ancien(ne)s des CMR afin d\u2019\u00e9clairer les travaux, comme indiqu\u00e9 ci-dessous.<\/p>\n<p>Nous avons \u00e9t\u00e9 avis\u00e9s de la volont\u00e9 du CECMC de s\u2019associer avec nous au d\u00e9but de son mandat, durant l\u2019\u00e9tape de mobilisation d\u00e9lib\u00e9r\u00e9e de son plan de travail.<\/p>\n<p><strong>La mission de l\u2019Association des ancien(ne)s des CMR dans le contexte de l\u2019examen des coll\u00e8ges militaires canadiens<\/strong><\/p>\n<p>Tout en admettant l\u2019existence de probl\u00e8mes culturels bien r\u00e9els, l\u2019Association des ancien(ne)s des CMR croit fermement que les CMC ont un r\u00f4le important \u00e0 jouer \u00e0 l\u2019avenir et souhaite prendre part \u00e0 l\u2019examen afin de faire valoir cette position et de participer activement \u00e0 leur am\u00e9lioration.<\/p>\n<p>En tant qu\u2019organisation, nous sommes conscients de notre r\u00f4le de repr\u00e9sentation de <em>toute personne membre<\/em> ayant fr\u00e9quent\u00e9 un CMC, y compris les \u00e9tudiants actuels, les membres actifs des Forces arm\u00e9es canadiennes (FAC), les dirigeants civils de l\u2019\u00c9quipe de la D\u00e9fense, les anciens combattants qui travaillent dans l\u2019industrie ou dans d\u2019autres secteurs, et les retrait\u00e9s qui agissent \u00e0 titre de b\u00e9n\u00e9voles.<\/p>\n<p>Nous croyons que les travaux du CECMC pourraient avoir une incidence existentielle sur l\u2019avenir des CMC. Pour favoriser sa cr\u00e9dibilit\u00e9, l\u2019Association doit \u00eatre per\u00e7ue comme\u00a0: 1) reconnaissant la n\u00e9cessit\u00e9 d\u2019un changement et 2) ayant des arguments substantiels et fond\u00e9s sur des donn\u00e9es probantes pour expliquer les am\u00e9liorations qui peuvent \u00eatre apport\u00e9es aux CMC.<\/p>\n<p>Pour ce faire, l\u2019Association des ancien(ne)s des CMR a mandat\u00e9 des consultants externes du Boston Consulting Group, \u00e0 l\u2019issue d\u2019un processus d\u2019appel d\u2019offres, d\u2019effectuer un examen approfondi. Ce mandat a \u00e9t\u00e9 guid\u00e9 par un comit\u00e9 directeur dont les membres ont \u00e9t\u00e9 tri\u00e9s sur le volet pour leur expertise et leur cr\u00e9dibilit\u00e9. Ainsi, toute soumission de l\u2019Association des ancien(ne)s des CMR au CECMC tiendra compte de l\u2019\u00e9ventail des points de vue dans le cadre du processus.<\/li>\n<li>Le comit\u00e9 directeur a donc demand\u00e9 \u00e0 nos consultants du Boston Consulting Group (BCG) de sonder les quelque 1\u00a0400\u00a0membres de l\u2019Association afin de recueillir des donn\u00e9es objectives sur une myriade de sujets pointus li\u00e9s \u00e0 leur exp\u00e9rience au CMC. Plus de 40\u00a0entretiens approfondis et groupes de discussion avec divers experts et parties int\u00e9ress\u00e9es ont \u00e9t\u00e9 organis\u00e9s. Par la suite, les consultants ont analys\u00e9 les 200\u00a0soumissions et t\u00e9moignages individuels et collectifs re\u00e7us par courriel depuis juin\u00a02022 par l\u2019Association de la part de diverses promotions et d\u2019anciens des CMC \u00e0 aacmr.iecr.response@gmail.com. Ils ont proc\u00e9d\u00e9 \u00e0 une analyse statistique des r\u00e9sultats de toutes les donn\u00e9es recueillies dans le cadre du sondage, des entretiens et des envois par courriel afin de d\u00e9terminer si certains \u00e9l\u00e9ments de l\u2019exp\u00e9rience dans les coll\u00e8ges militaires du Canada doivent \u00eatre modifi\u00e9s et, le cas \u00e9ch\u00e9ant, dans quelle mesure.<\/li>\n<li>Cette analyse a \u00e9t\u00e9 compar\u00e9e aux donn\u00e9es d\u2019acad\u00e9mies militaires partenaires aux \u00c9tats-Unis, au Royaume-Uni et en Australie afin de mettre en parall\u00e8le les approches, puis compar\u00e9e aux processus et contextes des universit\u00e9s civiles au besoin.<\/li>\n<\/ul>\n<p><strong>Renseignements suppl\u00e9mentaires pour les membres sur la d\u00e9marche et les conclusions <\/strong><\/p>\n<ul>\n<li>L\u2019examen et l\u2019analyse confirment \u00e0 la fois le r\u00f4le important des CMC dans la formation des dirigeants et la n\u00e9cessit\u00e9 d\u2019am\u00e9liorer et de moderniser ces \u00e9tablissements.\n<ul>\n<li>Si 85\u00a0% des personnes interrog\u00e9es estiment que leur exp\u00e9rience dans les CMC les a pr\u00e9par\u00e9es \u00e0 devenir des leaders, et si environ 2\/3 d\u2019entre elles ont eu une bonne exp\u00e9rience globale dans les CMC, le corollaire est qu\u2019environ 1\/3 des personnes interrog\u00e9es n\u2019ont pas v\u00e9cu cette exp\u00e9rience.<\/li>\n<li>En outre, un certain pourcentage de personnes ayant fr\u00e9quent\u00e9 les CMC ont v\u00e9cu des situations tr\u00e8s traumatisantes. Les personnes qui n\u2019ont pas personnellement v\u00e9cu ou \u00e9t\u00e9 t\u00e9moins de situations traumatisantes peuvent avoir du mal \u00e0 comprendre et \u00e0 admettre que d\u2019autres ont \u00e9t\u00e9 traumatis\u00e9s et que le syst\u00e8me a \u00e9chou\u00e9.<\/li>\n<\/ul>\n<\/li>\n<li>L\u2019\u00e9quipe du BCG et le comit\u00e9 directeur ont syst\u00e9matiquement examin\u00e9 l\u2019exp\u00e9rience des \u00e9l\u00e8ves-officiers du CMC en la superposant aux divers \u00e9l\u00e9ments des quatre\u00a0piliers que sont les \u00e9tudes, l\u2019instruction militaire, la condition physique et le bilinguisme. Ces \u00e9l\u00e9ments ont \u00e9t\u00e9 consid\u00e9r\u00e9s comme des aspects distincts de l\u2019exp\u00e9rience, et par cons\u00e9quent, n\u00e9cessitant divers degr\u00e9s de changement les uns par rapport aux autres. L\u2019id\u00e9e \u00e9tait de corriger les lacunes du programme sans pour autant renoncer \u00e0 tous ses avantages et aux d\u00e9nouements heureux. L\u2019\u00e9quipe s\u2019est \u00e9galement pench\u00e9e sur la structure et l\u2019approche du leadership de l\u2019escadre des \u00e9l\u00e8ves-officiers.<\/li>\n<li>Gr\u00e2ce \u00e0 une m\u00e9thode fond\u00e9e sur les donn\u00e9es, elle a d\u00e9fini une s\u00e9rie de mesures d\u2019att\u00e9nuation, allant de l\u00e9g\u00e8res modifications \u00e0 des changements radicaux. Les membres du comit\u00e9 directeur ont d\u00e9battu des bienfaits de chaque proposition de changement. Ils sont parvenus \u00e0 un consensus sur la solution recommand\u00e9e, la majorit\u00e9 d\u2019entre eux estimant que le changement propos\u00e9 suffirait pour am\u00e9liorer l\u2019exp\u00e9rience des \u00e9l\u00e8ves-officiers et pr\u00e9server les \u00e9l\u00e9ments positifs qui sous-tendent les quatre\u00a0piliers. Ainsi il a \u00e9t\u00e9 convenu de conserver le dipl\u00f4me diff\u00e9renci\u00e9 comme point de r\u00e9f\u00e9rence et de reconna\u00eetre le statut distinct des \u00e9l\u00e8ves-officiers des CMC par rapport \u00e0 leurs pendants civils en raison de leurs r\u00f4les futurs dans les Forces arm\u00e9es canadiennes et de leurs obligations et responsabilit\u00e9s illimit\u00e9es en ce qui concerne l\u2019application de la force l\u00e9tale.<\/li>\n<li>Le processus a permis de d\u00e9gager sept\u00a0propositions de changement concr\u00e8tes, dont chacune comporte trois ou quatre sous-\u00e9l\u00e9ments qui pr\u00e9cisent les changements n\u00e9cessaires pour garantir une exp\u00e9rience am\u00e9lior\u00e9e pour tous les \u00e9l\u00e8ves-officiers du CMC.<\/li>\n<\/ul>\n<p>Des pr\u00e9cisions sur ces propositions seront bient\u00f4t publi\u00e9es (voir ci-dessous).<\/p>\n<p><strong>Prochaines \u00e9tapes<\/strong><\/p>\n<p>Le conseil d\u2019administration de l\u2019Association des ancien(ne)s des CMR a \u00e9t\u00e9 inform\u00e9 des r\u00e9sultats des travaux du comit\u00e9 directeur. Les prochaines \u00e9tapes sont en cours d\u2019examen.<\/p>\n<p>Gr\u00e2ce aux travaux du comit\u00e9 directeur, l\u2019Association des ancien(ne)s des CMR est fin pr\u00eate \u00e0 pr\u00e9senter au CECMC un dossier professionnel, complet et fond\u00e9 sur des donn\u00e9es probantes. Cependant, tant qu\u2019il n\u2019aura pas rencontr\u00e9 le CECMC pour confirmer les attentes et bien comprendre les questions d\u00e9taill\u00e9es qu\u2019il examine dans le cadre de son mandat, le comit\u00e9 directeur ne pourra pas mettre la derni\u00e8re main \u00e0 la forme et au contenu du dossier de l\u2019Association des ancien(ne)s des CMR. Nous pr\u00e9voyons une s\u00e9rie it\u00e9rative de consultations avec le CECMC en cours de mandat, dont la premi\u00e8re est pr\u00e9vue en mars\u00a02024.<\/p>\n<p>Nous entendons tenir nos membres inform\u00e9s au fur et \u00e0 mesure de la progression des travaux du comit\u00e9 d\u2019examen des CMC. \u00c0 cette fin, le site web de l\u2019Association a \u00e9t\u00e9 restructur\u00e9 pour faciliter l\u2019acc\u00e8s \u00e0 nos mises \u00e0 jour sur les r\u00e9ponses au rapport\u00a0Arbour.
